Instructions:

Examine the table below & identify the situation that most closely matches your own. Note how your situation will modify the basic IEE outline. To learn more, read section 4.1 of the Environmental Procedures Training Manual.

Situation Implication
Well-defined, closely related activities at one site
"Basic" or "classic" IEE

Follows the standard IEE outline; discusses the site in detail; evaluates impacts with specific reference to the conditions at the site.

Well-defined, closely related activities at multiple sites

(sites may be known in general terms, but not specifically.)
Multi-site IEE.

IFthe impacts of these activities can be mitigated by measures readily identifiable in advance AND the sites are known well enough to be sure that no unexpected impacts will occur,

THEN the IEE can analyse the activities in a general way, and identify mitigation and monitoring measures sufficient to prevent significant adverse impacts

This avoids the effort of writing an IEE for each site.

Some activities are very poorly defined/unknown.
IEE with deferral You should be prepared to recommend a deferral for these activities.

They will not be allowed to proceed until they are defined and the IEE is amended.

The general nature of the activities (or the range of possible activities) is known and they are small-scale. However, sites and specifics are not yet established.
"Umbrella IEE"
If the activities must have low or easily controllable potential adverse impacts,

THEN the IEE can recommend a negative determination with conditions for these activities.

The key condition is that each activity is subject to SIMPLIFIED environmental review procedures which must be conducted once the activity is defined & before it is implemented.

The purpose of these procedures is to assure that appropriate mitigation measures are applied, and no unusual circumstances result in unforeseen impacts.

I am writing an SO-level IEE

OR

More than 1 of the above applies to me.
SO (Strategic Objective)-level IEEs These IEEs often mix features of the Multi-site IEE, the IEE with deferral, and the Umbrella IEE.

Examine the activities covered by the SO-level IEE and match them to IEE types in this table. Treat each activity accordingly.

(For example, the SO level IEE might recommend a deferral for some activities, simplified review procedures for others, and general mitigation measures for yet others.)
