Development of CLEAA proposals (multi-year PD fellows program proposal, proposal for strategic technical assistance to national EIA systems)
Under its objective to support the development of environmental assessment and management capacity in Africa, ENCAP provides 3 types of support to CLEAA:
- Projects Grant in Support of CLEAA's Substantive Program
- Technical Assistance
- Institutional Support Grants for CLEAA/EAAIA/PEAA Secretariat
Projects Grant in Support of CLEAA's Substantive Program
- PD Fellows program This program provides "learning by doing" for promising young African environmental professionals, who serve in a mentored capacity on professional EIA teams or receive other applied training for 2-6 months. Over 2001-2007, CLEAA has placed 19 fellows with ENCAP funding via grants to IUCN/EARO.

CLEAA-UNECA workshop- CLEAA-ECA African Expert's Workshop on the Effectiveness of EIA Systems. Over 12–13 April 2007, CLEAA and the United Nations Economic Commission for Africa held an experts’ workshop on the effectiveness of EIA systems in Africa, with a special focus on issues of the quality and financial sustainability of EIA review, follow-up and compliance. The workshop brought together regulators, practitioners, donors, and partner institutions engaged in efforts to increase EIA effectiveness on the continent.The workshop was convened to build on and go beyond the recommendations of ECA's 2005 study Review of the Application of Environmental Assessment in Selected African Countries, identifying and endorsing specific technical approaches and concrete actions and priorities to enhance EIA effectiveness. Critical recommendations were agreed in six different areas for action. An ENCAP grant to IUCN funded the CLEAA contribution to the workshop.

Institutional Support Grants for CLEAA/EAAIA/PEAA Secretariat
- Via a series of grants, ENCAP has helped to fund IUCN/EARO's provision of CLEAA/EAAIA/PEAA secretariat functions. Specifically, ENCAP has funded an IUCN junior programme officer who provides key secretariat support functions, and has funded travel of the CLEAA coordinator to key meetings and fora, such as AMCEN (African Ministerial Conference on the Environment) and IAIA (International Association for Impact Assessment) meetings.
